Hello,
I will like to setup a domain controller(active directory) and dns server. For this to work, is it necessary to setup the server to be a dhcp server as well? Can i set the router to be the dhcp server instead?
And also, what is the difference between a domain controller and a dns server?
Yes you can use a different server for DHCP.
The domain controller authenticates your users.
The DNS server translates names to IP addresses
and The DHCP server assigns addresses to computers that dont have one.

You have to have a MS dns server to install AD. You CAN NOT point to the ISP's dns server or you will corrupt your AD install.
yes you can use your router to provide dhcp to workstations but not the server or network equipment. By doing so you lose the dynamic update of dns by dhcp running on the MS server. Not a big deal if a small network.
Have a clear understanding of dhcp and why you want a static ip address on your server.

is it necessary to setup the server to be a dhcp server as well? NO
Can i set the router to be the dhcp server instead? Yes.
But I advise you to make your server the DHCP server instead of the router.
