<a target="_blank" href=http://www.footymania.websiteallies.com/forums/>http://www.footymania.websiteallies.com/forums/</a>

Copied from the page:
‹

Visit www.websiteallies.com for 100% FREE WebSite Hosting, Affordable Banner Advertising, and Inexpensive Professional Website Builder options.
End of copy and paste

That is all I get.
When I view the source code I see that you are missing content so I see what is expected.
The page contains no HTML.

This is similar to what I see on my page if I have not yet uploaded anything to it.

Is "‹" the total contents of your page but you can only see it as ''?

If so then you want to know why on one machine you see "‹" as "".

Check in IE View, Encoding to see if they are set the same.

Additionally the problem could be related to the fact that the page contains no HTML so your browser does not know how to translate the information on the page.

When I click on that site, a PhpBB forum comes up.... Apparenty I have to register to see anything though.

When I try to go there I get:
"The page cannot be found
The page you are looking for might have been removed, had its name changed, or is temporarily unavailable. "

I don't know what you used to create your web page but perhaps a <a target="_blank" href=http://www.mcli.dist.maricopa.edu/tut/lessons.html>HTML tutorial</a> will get you to where you need to be.
