Splash Screen (All)

Hi,

I believe there to be a way of producing a splash screen if you like to display a message before a user logs on.
So, when they power up their PC, right before the log on prompt the message will be displayed, once they've read it they can then log on.

My question is, does anybody here know how to do this?
