Repeated Security Notice to install same update

Every boot up, I get a Microsoft Security Critical update notice to download and install "Cumulative Security Update for Outlook Express 6 Service Pack 1 (KB837009)". I install, it says it was successful but I can go right back to searching for updates and it finds the same critical update again. I was having a problem with Norton Anti Virus scans finding a file that it thought was spyware (WUInstall.dll), but it could not delete it. When I went to look for it, it did not show up in a search. It was not in the folder it said it was. Eventually, NAV was able to delete it. I am wondering if that file, now missing, had anything to do with this.

I searched on the Internet and Microsoft's Knowledge Base site and found no reference to "WUInstall.dll".
