I can't use high-memory area (W98)

I have re-installed my OS. Yesterday everything worked fine and high memory area was used. I have the following settings:

Config.sys:

DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE

+ I made sure with Fresh-UI tool that "Use DOS High Memory Area" setting was checked.

Today I can't use high memory area anymore. I installed a sound card today.

Any suggestions?
