I downloaded a kids cartoon wallpaper from a local TV station website here in New Zealand, I cannot find anywhere that this file can be deleted or removed from windows startup screen..???

can anyone help me with this

Usually right-clicking the Desktop and Properties, changing the Wallpaper/Background/Desktop setting to a different image will allow one to do a file search for and delete the offending image.
