Hello all,
Could anyone help me with this problem. My task bar has gone crazy and I have no clue as to how I can fix it.
I have included a link to a picture of what has gone wrong. It will be simpler to show you then try to explain it.

I have reinstalled Video Drivers, I even upgraded my PC from Win98 to WinME hoping it would fix the problem. Any help would be great.

You upgraded to ME to solve that?
I may be wrong, but
Use Windows Explorer to remove the ShellIconCache file from the Windows folder.
NOTE: You need to be able to view hidden files to see the ShellIconCache file. To view hidden files in Windows 98, click Folder Options on the View menu in Windows Explorer, click the View tab, click Show All Files, and then click OK.
Restart your computer.

SYMPTOMS
When you upgrade Microsoft Windows 98 to Microsoft Windows Millennium Edition (Me), you may notice that the icons on your Desktop toolbar have been rearranged, and that new, or duplicate items have been added. You may be able to move some icons back to their original location, or remove them entirely, whereas you are unable to move other toolbar icons at all, such as Internet Explorer, My Computer, and My Network Places.
RESOLUTION
To resolve this issue, you need to set the items back to their default settings by following these steps:
Close the Desktop toolbar by right-clicking the toolbar, and then clicking Close.
Reopen the Desktop toolbar by right-clicking the taskbar, clicking Toolbars, and then clicking Desktop. The items are then automatically set to the default settings.
You can delete duplicate items by right-clicking the item, and then clicking Delete. Please be aware that you are unable to delete certain icons at all, such as My Computer, My Network Places, and so forth.

This issue occurs when you set up a Desktop toolbar in Windows 98, and leave it enabled during the upgrade to Windows Me.

Did you try right clicking on the Taskbar and selecting Tool Bar and then unchecking everything that is checked in there to see what happens it looks to me that you have to many tool bars opend at once, and it looks like the one for quick launch is the one that is all in black. Try unchecking them all off first and if everything looks normal try readding the Tool bar of quick launch if you really need it, Mind you that I beleive that the back ground of these Tool bars can be edited because I have Zone Alarm and the back ground changes if I use it, but I don't know where to change it but I would sugest to take them out first.

...Wayne, I think it's a screensaver issue--dollars to donuts that the black areas develop after your screensaver has kicked in. The desktop refreshes, but those portions of the taskbar stay black. I also bet that once that happens, if you resize the taskbar to occupy the last pixel wide row at the bottom of your screen, and then size it back, the taskbar looks normal again.
If what I describe is accurate, the problem is a conflict with your screensaver. Unfortunately, all I can suggest is to live with it or change it.

You could also try this tweak, usually for another taskbar problem, but it shouldn't hurt either.
