My "File" menu has changed and there is no longer an option to create a new folder. Any suggestions?

In a blank area in the right pane of Windows Explorer, can you right click and get New, Folder? Or the same on the Desktop?

Right clicking anywhere does not give a "New" anything option, either file or folder. Right clicking the desktop has these options Active Desktop, arrange or line up Icons, Refresh, & Properties.
Is there a specific way to see a "right pane" on "Windows Explorer"? Or is it just opening a folder or file in Windows? I am a computer klutz.

Haven't found a fix for your rt click problem, but for your second problem:

Open Windows Explorer and left click on the "Folder" icon on the tool bar.

No change- just more confusion. OK. I opened C\windows\explorer and left clicked on the folder icon on the tool bar-- it just sent me back to the control panel. But I checked a right click on the "right panel" and these were the options: vieww, customize this folder, arrange/ line-up icons, refresh, and properties. no "new option anywhere except Internet Explorer which will open a new window etc.
