No objects are available while adding Member of (W2K)

In Active Directory Users and Computers of Windows 2000 Server, we have created a group. When I go to Properties -> Member of -> Add, it displays "No objects are available in this location. Select another location." This is a domain Controller and it displays the domain name inactive besides Look in.

Click the "Locations" button and change to a location with somthing in it.

There is no "Locations" in that. It shows only Look in: domain_name.com (this is INACTIVE) and Add, Check Names (which are are also INACTIVE). Everything in the window is INACTIVE

The user you are logged in under must not have privledges on that Group then.

I logged in as Administrator. Is there any policy setting that I can work on?
