Have you recently installed any new software? Maybe anything new is now sitting in your startup list you're not aware of yet. I had the same issue after installing the software of my external soundcard.

Re: C:\windows folder appears.. (W98) [re: Gernot]

SYMPTOMS:
After you start your computer normally or in safe mode, Windows Explorer may start and display the contents of the root folder or the Windows folder.

CAUSE:

This behavior can occur if you are running Internet Explorer version 5.0 and the Windows Explorer DesktopProcess registry key is set.

RESOLUTION:

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue, delete the DesktopProcess value from the following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer
