ctrl+alt-del can't reboot (W98)

In win95/98, I follow this thread to replace the alt+ctrl+del to reboot instead of show the task list menu but it doesn't work.

My guess would be to check your spelling/syntax of what you edited in the SYSTEM.INI file.
