Limit the # of windows open at the same time? (WXP-Pro)

Hello. I was wondering if there is a way to limit the number of IE windows that can be open at the same time. I know some pop up blocking software can do this, but they can be disabled by the user. I need a way to limit the # of browser windows that can't be overridden by the user. Can anyone help?Thanks!
