IE won't launch from a link

when I try to launch IE from a link, usually from a link in an e-mal message,I get this in the browser window as the address.
http://-url%22http//www.google.com, and the page obviously doens't load.

there seems to be a duplicate of HTTP:// and that weird -url%22

Anyone have any ideas?

I am using Outlook 2002 as my e-mail program and IE 6.0.2900.2180.xpsp_sp2_rtm.040803-2158
