DNS Good but IE Can't Find Page (All)

With Win 98 and XP, after removing extensive spyware, I've had situations where your can ping IP addresses and names (DNS resolves just fine) but Internet Explorer fails to find the same addresses. Installing Netscape does not solve the problem. Windows Sockets??
