The U.S. TV standard is NTSC and the European is PAL. I'd think you need an NTSC to PAL tape converter and then import the tape to the computer rather than trying to get the computer to convert it.
A listing of such equipment:

Hi ghawash,

first of you need to make sure you have a clear recording from the vcr to the computer. If it's already jerky there's no point in converting it.

After that you can convert ntsc to pal , there is no easy way of explaining . I suggest you use google and read up on it.

Another question you might want to ask yourself is . Do you need to convert it? Most equipment that is made to display pal will also display ntsc. The other way around is what mostly gives headaches.
