Blocking Newsgroup Access (WXP-Home)

I am trying to find a way to block Outlook from accessing newsgroups. I know I can remove mail and news from the menu and restrict creation of a new account. I nees a way to disable news all together. My service provider is unable or unwilling to block them at their site. I have thought of using a hex editor if nothing else works.

I don't know exactly how this works in Outlook, but in Outlook Express you can disable News Groups entirely in the Options menus.
