IE 2nd window remains blank (WXP-Pro)

When opening a 2nd window in IE, the 2nd window remains black. Can anyone help?

Go Start > Run and type regsvr32 urlmon.dll and then click OK.

If this does not work, replace Urlmon.dll with the following

Shdocvw.dll
Msjava.dll
Actxprxy.dll
Oleaut32.dll
Mshtml.dll
Browseui.dll
Shell32.dll
