When I try to defrag my computer it will get to 5 or 10 percent and then display a message like this: Drive's contents have changed: restarting...
if my system specs are relevent I can post them...

You could restart in Safe Mode and run defrag from there.
Has it been awhile since the last defrag?
The process does have to restart frequently because of its moving files around then the Master File Table/File Allocation Table has to be rewritten to show where the files have been moved to.

http://www.mesich.com/defrag.html gives some good info along with instructions for getting and using WinME's defrag tool that is 5 times faster than Win98's defrag tool.
I have been using it for a couple of years now on my Win98FE and Win98SE machine.
I defrag about weekly and it takes 9 minutes where it used to take 45 minutes for my total of 50Gb over 2 hard drives with 2 partitions each.
Open My Computer go to Tools\Folder Options\View. Choose Show Hidden Files and Folders. Click OK. Then Go to C:\WINDOWS. In the Windows folder find and delete the Applog folder. Then run the scandisk utility, and then defrag.
