If I understand it correctly I would say that is a good thing.
If you are not intentionally running some IE addon program to specify a preferred search company then I would delete the search.vbs file.

However, it is likely to return on it's own as it is likely Spyware or Adware.
If it does then get a copy of <a target="_blank" href=http://www.safer-networking.org/en/download/index.html>SpyBot S&D</a>.
If you are running an earlier version of it then you will need to uninstall that before installing the current version being 1.3.

Once installed use the "Check for updates" button and have it look on the US site for the update.

Then have the program check for problems and fix them too.

Then get a copy of and install <a target="_blank" href=http://www.lavasoftusa.com/software/adaware/>AdAware 6</a> and have it do a Deep scan after checking for updates.

Both of these programs are free for personal use and do a good job between the two to detect and clean PCs of Spyware and Adware.
