shut down problem (W98)

Every time I am on my computer, after working I close all windows, click start, shutdown, then it hangs, I always get the message "program is not responding, wait, end task, cancel. Any ideas how to fix this?

Does the message state what is not responding? Spyware does not like to respond to the shutdown command.
