Based on some problems I recently experienced with NTFS in Windows XP, I'm considering starting from scratch with a clean installation of XP on FAT32. But since XP setup won't apply the FAT32 format to partitions over 32Gb, is "Partition Magic" the best software for that? If not, what do you suggest?

Why not use something free? Get a Win98SE boot disk, boot to it and use its FDISK and FORMAT commands. If the drive is larger than 64GB, get an updated FDISK from http://support.microsoft.com/default.aspx?scid=kb;EN-US;q263044.
