I have a machine running Windows 2000 PRO. I need to configure for my web site using IIS but IIS won't start. I try restarting the machine then IIS runs well. But the next time, I try to run IIS, it fails again. That was after I shutdown that computer. What I did is just simply restart and restart my pc until I can run IIS again successfully.

With this scenario, do you have any idea why this problem occur? Kindly help me resolve this problem.

check that all the services needed for IIS are set to start automatically. They are, World Wide Publishing, IIS Admin, Remote Procedure Call, Security accounts manager. You can just look under the dependencies tab to see what needs to be running for each of those.
