VxD error (WME)

I get this error message and need to fix for Windows to run properly:

VxD Dynamic Link Call: PCANDIS3(01) + 00002836 to "0028", service 8029

Also, the file name is: PCANDIS3(01) + 000001E1 Error: OE:0028:C153B1E1

I would greatly appreciate any help.

Is this error a blue screen? Or a dialog window?
