Help!?! (WXP-Home)

My sister has the blaster virus on her PC. She can get to her desktop, but as soon as she tries to get online- It freezes up. She has the blaster remover..But the problem is that- she can't even get to it to install before it shuts her down. How can she resolve this? Even her "restore" cd's have the virus on it (unaware it was on there at the time of making the CD's and she can only make them one time). Her system restore won't work either. Any suggestions will be greatly appreciated!! Thanks!!
