help needed badly! (WXP-Home)

this has been going on for months, and its driving me insane! so i figured someone here might be able to help me out.
symptoms:
first i'll start with IE. when i click on the icon, it takes up to two minutes for the program to launch. this is not the case with any other browser, just IE. and while i'm on my computer, usually while on IE, i get tons of pop-ups, regardless of my activity or what sites im on.
symptom #2, the really annoying one...
ive tried everything to figure this out. ive gone through the lists of spyware and virus softwares. either they dont fix the problem, or, disturbingly, they get through about two thirds of the scan, and then windows suddenly restarts, every single time. this happens with any virus scanning software, and ive noticed it does it with spy sweeper as well. itll be scanning, and then suddenly, a black screen, and my computer restarts. i really want to get rid of whatever is causing this. if itll help, ill post my most recent HJT:

If I was you when your computer starts or you login, immediately, access Task Manager (CTRL + Shift+ Esc) find the process userinit.exe, right click it and click end process tree. Userinit.exe will only appear for a short time when you login. As soon as you have ended it, click Run on the file menu of Task Manager and type explorer.exe.

Now all the non essential processes have gone, thus not encroaching upon system resources.

Before you enter Internet Explorer, go to Internet Options in Control Panel, and set the homepage to blank, delete all the cookies, offline pages and clear the history. Other than restricted sites, set the other security levels to medium, and set the cookies to medium high. Also on the Advanced tab, uncheck third party browser options.

Now endeavour to open the Internet. All the above has done is to standardise the application to its original state.

I would also advice you have an up to date anti-virus scanner, Sophos is good. Make sure all critical patches from Microsoft are installed.

If none of this works there is a possibility that a firewall on your computer is running, which way slow things down.
