I have tried the tweak listed at :

in an attempt to have my monitor power down after 10 minutes of inactivity at the login screen.
The tweak fails to shut down my monitor. When logged into my profile, the monior does shut down after 10 minutes of inactivity. Then I log out, the login screen comes up, but the display never powers off. I have tried copying the power policy of my profile in the registry to the default user, but that didn't work either.
