Windows Explorer Buttons (All)

Does anyone know of a way to remove individual buttons in Windows Explorer? I'm trying to use a policy or registry hack to remove the "UP" and "Folders" buttons. It seems to be a HKeycurrentuser\Software\microsoft\shellnoroam*** setting, but a locked profile does not stop changes.
Is it possible to do it using a machine setting?

You can change any of the icon on the tool bar by right clicking on it and selecting Customize.
