Splash screen

I want to know how to be able to take the splash screen of my PC vendor off. Like HP or DEll. if anyone could help, plase response. Thanks

That splash screen seems to be coded into BIOS--I looked for some kind of picture file on my laptop and found none. That makes sense since too since nothing but BIOS is loaded when you see that screen.
