I recently began to externally edit all display properties. For security reasons I proceded to disable the display control panel. I can nolonger remember how I did this and I cant find the tweak on the original web site that I found it on. I realize that there are multiple ways to disable these properties and this is the reason why I am having such a problem. To narrow the troubleshoot,I can tell you that it is system wide, not user related. Thank you and good luck with my query!
If you have a potential solution make sure that it is different from this:
Registry Settings:
Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System]
Value Name: NoDispCPL
Data Type: REG_DWORD
Data: (0 = disabled, 1 = enabled)
