IE5 synchronize

Does anyone know how to re-enable the IE5 synchronise faciltiy. The value "Make Page Available Offline" is present in the registry but no keyword to enable the check boxes etc. If I try to synchronise from the {tools, synchronise} menu option the message tells me that the item is restricted. I checked for the "restrictrun" keyword, it is not present.
