Locking the taskbar?

Is it possible to prevent programs from remaining in the taskbar? You know the ones...like aol instant messanger.

I don't have Instant messanger, and for purpose of this discussion, it doesn't much matter if you mean "taskbar" or "system tray"--both will display open programs unless such program specifically prevents display.
