What is the best way to uninstall small application programs that do not appear in the add/remove programs so that they are completely removed from system operation prior to deletion?

Try going to the program to see if their is an 'uninstall' option. If you have to remove the program manually, delete all folders related to the program and remove folders in registry related to program.............be careful in registry. For Example if you are trying to remove old Norton Antivirus program you must look for folders named Norton, Symantec, and LiveUpdate.
