What software should I use to prohibit users to install programs using Win98 and to prevent also direct installation of software using the net..

Ther is not a lot you can do about that with win98. That's why it costs so much for win2k and XP Pro, it gives you the security you desire. In 2000 and XP you can set other users to limited privileges on PC. In win98 even if you set password, someone can turn on PC and hit Cancel on password and get into your system.
