Tried to upgrade to XP PRO from W98 but experienced problems.
Revert back to W98.
Question: How do I change/configure the dual O/S options at start up?

If you wish to boot to Win98 only, boot to the floppy disk for it and run 2 commands:
fdisk /mbr
sys c:
That will pretty much kill off the WinXP boot process. Then you could delete the boot.ini file, ntdetect.com file and ntldr file from C:\.

My floppy disk is malfunctioning, but tried re-installing W98 from C: and works just fine.
Another question: Why is my config.sys file empty when I use MSDOS editor to configure my floppy?

On Win98/98SE/ME hard drives the config.sys and autoexec.bat files will frequently be empty, mostly because Windows doesn't need them unless running some hardware that still relies on drivers to be loaded before Windows or software that requires settings for things like files= or a particular memory area set aside for them.
On a floppy it will depend on what drivers are needed for hardware such as the CD, as noted on an Install floppy. A basic/bare boot disk won't have those files.
