If your network is peer to peer you have to create the accounts on each computer. To prevent a user from loging on to a computer do not create an account on the computer for that user.
If your goal is to have a profile that follows a user from computer to computer you need to run W2k server or 2003 server on one of your computers. In my opinion this is not a practicle or cost effective solution for a home network.
The easist way to lock function and configure group policy in XP Pro is the gpedit.msc utility. To access the utility go to start run and type in gpedit.msc. From here you can set policies for the machine as a whole.
I hope this helped you.

Yes, when I refered to a user account that would follow you around that user would share the same documents folder and screen saver etc... This is called a roaming profile. You can not create roaming profiles in XP Pro without having a server operating system running.
In response to your question about gpedit.msc if you are logged on as the administrator of the local machine you can stop the messenger service form loading at start up. This is located in the administrative template of the local computer. To further customize the user account you need to expand the User configuration\administrative template. Here you will find options to customize the computer start menu, control panel, IE, desktop etc...
I don't remember everythig you were trying to acomplish for the specific users . If you need more specific information just let me know. Sorry I was not more specific last night regarding the use of gpedit.
