Get WinME drivers (the latest, of course) from the manufacturer's website.
As for your CD writer, did the drivers install for it correctly and can you use the drive to read CDs? And possibly write if you already have a CD burning program?
As for DirAPI.Dll causing an error, try upgrading <a target="_blank" href=http://www.microsoft.com/downloads/details.aspx?FamilyId=141D5F9E-07C1-462A-BAEF-5EAB5C851CF5&displaylang=en>DirectX (9b download page)</a>
as that file is part of it.
