Opening Control Panel (Error "Access to Specified device, file denied"

I had this problem in my PC. When I open COntrol Panel in the Start Menu and Settings, It will generate an error "Access to specified device, path , or file is denied".
I have been using Core control third party software but still the same. When I open my computer icon, The Control Panel Folder is being replaced by a Black small Circle Icon...

Pls. help...

Can you help me guys how to cure this.. Yeah your right, its interesting and puzzling..
I have downloaded a third party software but its no use. I have done some configurations in the registry and .ini files but the same. Is this a virus? I used the Norton Corporate Edition and updated it..

According to most related problems on the internet it's caused by spyware/trojan/malware. The files rundll32.exe and rundll.exe would need to be replaced to fix it. Also download adaware and spybot to get rid of the nasties causing it.

Woden mentions having reinstalled win me and the
problem still exists. Was that a clean install after a reformat ?

No it wasn"t a clean install after format. I'll try out your other suggestions though. It will be a day or two before I can get to it.
