dotted box around desktop icons and web links (W2K)

Does anyone know how to disable that irratating dotted box around desktop icons or web links when selected?
Any help would be appreciated.

The cache file that contains a copy of the icons for desktop objects may be damaged.
Give this a try to re-create the cache file for desktop objects:
1. At a command prompt, change to the %SystemRoot% folder.
2. Type attrib -h shelliconcache, and then press ENTER.
3. Type del shelliconcache, and then press ENTER.
4. Click Start, click Log Off Username (where Username is the name you used to log on), and then click Yes.
5. Log back on to your computer
