I have done this but I can still edit the clock can anyone help? All I want to do is stop users editing time :) All the user are set to power uers and changing them is not an option

You can deny this at to users at the User Rights Assignment. There is a policy called CHANGE THE SYSTEM TIME. and you can edit members here to remove the Power User group and just leave the Admin group. I have not actually tried this but noticed it when trying to tighten down a computer.
