How do you block and unblock the ability to download files through internet explorer imposed through a server or domain.

Short answer: You don't.
Long Answer: Contact your Server or Domain Admin and ask them to get the file for you.
Sorry to be curt about it, but those types of restrictions are put on for a reason. You can't just bypass them.

Are you asking how to block? If so, it is often done through keyword filtering at the firewall. It is nearly impossible to circumvent an imposed restriction and those of us who place the restrictions ask that you not even try. Does that answer what you are asking?

Another answer or tweak.
There is a way to trick it.
First, limit user on download directory
then set a folder permission on that directory only or do not create a valid directory at all, so that your system will think of it as error and wont be able to download it.
Start Regedit
Go to HKEY_USERS \ .DEFAULT \ Software \ Policies \ Microsoft \ Internet Explorer \ Restrictions
Create a DWORD value called NoSelectDownloadDir
Give it a value of 1
Note: On my Win98 with IE5 this also didn't allow me to download any files.
System Administrators might want to include that as part of their configuration.
