Browsing Speed very Slow (W98)

I am using 98 SE, IE 5.5 SP 2 and when I dial up to access the Internet Browsing and Downloading speed is very slow. After I log on and browse the internet PAGES are Loading VERY slowly. Also when downloading programs, my download speed is VERY Slow. I have tried everything, including 1. Deleting Temporary IE files, Using ScanDisk, Defraging, ETC. I also have used SPY BOT to see if some sleezy program is slowing down my browsing speed. I also using EASY MTU to set my settings correctly. Can anyone suggest what may be causing my problem?

Thanks for the link as there is good info there. I'm kinda hoping that it's a problem with my ISP, but I can't get a straight answer from them. The only other thing I can think of is that I let my teenage daughter use my pc for awhile, but like I stated earlier I ran Spy Bot and didn't find anything unusal.
