Startup folder

what's so special Startup folder?
i mean, what makes the shortcuts in it getting executed immediately after starting Windows?
CAN I make another folder act the same?
IF I rename it, what's going to happen?

It's a system folder and the OS is programmed to start programs listed therein. You cannot rename or delete it.
