Won't boot (WME)

Computer will only display Manufacturer's splash screen when booting up. Rescue Disk won't work. Once computer started okay, but only once.

Immediately upon seeing the Logo, start pressing the Tab, Esc, or F1 key, should bypass the Logo and let you see the POST and bootup process. Maybe something is stopping it. But not knowing anything about the computer restricts any further answer.
