I want to make a user account that can login and browse my shares over the network and via ftp, but I don't want that acount to be able to log in on my computer. Basically I want to make a user account that can login over the network, but can't be used to login and use my computer.

You need to use the Group Policy Editor.
In the Start/Run box start up gpedit.msc

In Computer Configuration/Windows Settings/Security Settings/Local Policies/User Rights Assignments you can choose which groups have to right to "Log on Locally". You may want to add a new group in Admin Tools/Computer Management/Local Users and Groups/Groups
