Has the idiot who wrote the document at http://www.winguides.com/registry/display.php/645/ actually tested his findings?
The TCP window size should always be a multiple of the MSS (maximum segment size), which for non-dial-up links is 1460 bytes on Ethernet and 576 bytes for dial-up. Anything more than that is wasted space.
A window size that big will also likely result in very slow downloads over unreliable links. There is a good post on these forums that gives excellent guidelines: http://www.winguides.com/forums/showthreaded.php?Cat=&Board=genwinxp&Number=73070&Search=true&Forum=All_Forums&Words=tcp%20window%20size&Match=Entire%20Phrase&Searchpage=0&Limit=25&Old=1year&Main=72964
And then there's always the age-old mantra: test your findings.
