I just replaced my AMD Athlon XP 2200 processor with an AMD Athlon XP 3200 processor. Now, all of the "speedometers" I have checked the new processor with show the 3200 to be much slower than the 2200 I replaced.
XP System Info reports 1465 mhz.
AMDCPUINFO reports 1465 mhz.
AMDCPUID reports 1489 mhz.
SisoftSandra reports 1470 mhz.
TweakXP reports 1465 mhz.

What is going on here? These same programs accurately reported my 2200 as 1798 mhz. Is there something else I should do to get my mhz's up, or is it a reporting issue, or do I have a bad cpu?

I am not sure how much you know about building/upgrading pc's, but your old XP2200+ ran at 266FSB whereas the new XP3200+ is supposed to run at 400FSB. You will need to check with the manual for your motherboard to make sure it supports 400FSB. And if it does, you probably dont have the FSB set properly in the bios. With the speed results u pasted, 1465mhz would be 133mhz(266FSB)*11 which isnt correct for the XP3200+. And that right there tells me that you have your FBS in the bios set wrong.

Check the mobo manufacturer's website for BIOS updates. I assembled a system with an AMD 2400XP that the BIOS and OS reported as a 1500XP. There was a BIOS upgrade on the manuf. website that fixed it and reported the cpu's speed correctly thereafter.
