Opening Limited web pages at a time (W98)

Respected Sir/Madam,
Sir I have a cyber cafe and I want that a user should at a time open only 5 to 6 sites or any webpages at a time is it possible and is there any solution for it. Please reply.

Propably it isn't possible without special software. You would need http proxy server, which then can set those restrictions. I don't know any standard proxy, which support that. So you would need somebody to program those features to you.
