I am on a Win2K machine at the moment but I suspect it is the same for Win9x.
Go to Start, Settings, Control Panel.
Click on Date/Time and go to the Time Zone tab to make sure it matches your global location and settings.
Or, right click on the system's tray clock, select Adjust Date/Time and then to the Time Zone tab.

To get to the hardware end of the clock issue, shutdown to MS-DOS mode or boot to the floppy. At the C: or A: prompt type date and press Enter. If it is correct, press Enter and reboot. If it is wrong, change it and reboot back to MS-DOS mode and check the date, see if it changed.
You can do the time the same way, just type time instead of date.

The problem is most probably with your motherboard BIOS clock settings.
During startup, after them memory test enter the BIOS (pressing DEL or the appropriate key) enter the CMOS settings area and reset the clock to the appropriate Date/Time.
All Operating systems take a time signal from the BIOS and will reset any changes made, back to BIOS time.

Turned out to be Lithium battery for the motherboard. I typed in: windows 98 clock changing time, into google's search engine and found forum which address this problem. I changed battery and all is fine!
