~ File (W98)

Hi, it seems that when I exit Outlook Express I get a file named "~" on my desktop. I've been searching for information about this but I can't seem to come up with any answers. Anyone else see this file or better yet does anyone know what it is for?

I believe it started coming up after one of my more recent IE 6-sp1 updates.
