Pop up win98

when you click on a restricted application window gives u a message say that the application is restricted

You might try editing one of the DLL files or something rather using Resource Hacker. I'm not sure which file it is, but I know if has to be one of them. Like Kernel32.dll, Shell32.dll, Explorer.exe, something like that.
